Meet the Candidates: Randolph, County Commissioners, and Dover

With local elections fast approaching, it’s time to meet the candidates running for office across our communities. These individuals bring a diverse range of expertise, leadership experience, and commitment to public service. From local business owners to veterans and educators, these candidates offer their vision for improving Randolph, Morris County, and Dover. In this article, we highlight each candidate’s background and their plans for building a better future.  

Randolph Candidates

Dr. Jon Torres 

Dr. Jon Torres is a committed family physician, educator, and volunteer leader with a passion for improving representation and accountability in Randolph. Based in Morristown, Dr. Torres trains residents and medical students in person-centered care. He is also President-Elect of the New Jersey Association for Osteopathic Physicians and Surgeons, where he champions healthcare access and transparency in state policies.

Beyond medicine, Dr. Torres teaches as an associate professor at Rowan Virtua School of Osteopathic Medicine and holds an MPA from Rutgers University, equipping him to address complex community issues. His community involvement includes eight years of service with Randolph’s Scout programs, including leadership roles as Den Leader, Cubmaster, and Assistant Scoutmaster.  

Having lived in Randolph for 11 years with his family, Dr. Torres believes in revitalizing the local economy by supporting small businesses and encouraging collaboration. “The key to moving Randolph forward is working together and building consensus,” says Dr. Torres. “Every plan must reflect the diverse experiences and perspectives of our residents.”  

Josie Scanlan  

Josie Scanlan is an attorney and nonprofit leader dedicated to building inclusive communities. As a partner at a law firm, she advocates for small businesses and property owners. She founded KINDeR, a nonprofit offering activities for Neurodivergent and Disabled residents, such as a playground at Freedom Park, art classes, and a Halloween experience, helping nearly 300 families feel included and supported.

Josie serves on the board of Randolph PEACE, where she led a book drive that donated over 200 children’s books promoting diversity and inclusion. She is actively involved with Randolph’s Track Committee, CASA, and Randolph PRIDE, demonstrating her commitment to public service.

Josie, a resident of Randolph for 13 years, envisions a community that meets the needs of young families and reflects modern values. “Many residents feel unheard and undervalued,” she says. “We need leaders with innovative solutions who will ensure our services and programs meet the evolving needs of our town.”  

Sandy Fey 

Sandy Fey is a retired IT executive with 28 years of experience in business management, having led large-scale information system implementations and managed multimillion-dollar budgets across industries. Her career expertise has prepared her to address complex challenges and offer strategic planning to benefit Randolph. 

Sandy’s volunteerism includes leading disaster response efforts with the American Red Cross and managing their Veterans Transportation Program, which provides rides for veterans to medical appointments. These roles reflect her dedication to supporting the community through proactive service. 

A resident of Randolph for 34 years, Sandy emphasizes the importance of thoughtful leadership. “We can meet housing and development challenges while preserving our great outdoors and retaining control of our town’s future,” she explains. “It requires vision, expertise, and a commitment to action.”  

William Ball  

William Ball is a communications professional with over 25 years of experience in the film and television industries. As an award-winning technical director and visual effects editor, William has managed major projects, demonstrating his ability to lead complex initiatives. 

He serves on the board of the New York Chapter of the Visual Effects Society and as an advisory board member at Westwood College. In Randolph, William volunteers as a coach for youth sports, including track and basketball, and leads a youth entrepreneurship program. His community involvement also extends to participation in local choir, theater programs, and youth ministry.  

William, a long-time resident of Randolph with his wife and four daughters, focuses on making the town safer and more walkable. “We need a government committed to improving traffic safety and pedestrian access,” he says. “Our neighborhoods should be places where children can safely walk and bike to school.”  

County Commissioners Candidates

Justin Strickland

Justin Strickland, a Chatham Borough Council member, is a decorated combat veteran with service in Iraq and Afghanistan, where he earned both a Bronze Star and the Secretary of Defense Outstanding Achievement Award. His extensive experience working across the globe in both military and civilian roles has prepared him to manage complex projects and drive sustainable development.

Justin’s business career spans multiple Fortune 500 companies, and he holds both a Bachelor’s degree in Political Science from Texas A&M University and an MBA from Saint Leo University. His service continues as a member of the Saint Leo University Alumni Board, where he supports alumni engagement and giving initiatives.  

Committed to historic preservation and sustainable economic growth, Justin envisions a future for Morris County that harnesses untapped potential while preserving its unique character.  

Jonathan Sackett  

Jonathan Sackett, a lifelong Morris County resident and small business owner, brings expertise in economics, finance, and accounting. His hands-on experience as a local business owner gives him the perspective to address fiscal challenges and quality-of-life issues. 

Now serving his second term on the Rockaway Township Council, where he has been both Council President and Vice President, Jonathan understands the importance of public service. He actively volunteers as a coach for youth sports and leads the Family Martial Arts Center, a community-focused business. 

Jonathan holds a degree in economics and accounting from Rutgers University and has been involved with his synagogue, serving on its education committee. His leadership experience also includes chairing the Rockaway Democratic Committee.  

William “Bud” Ravitz  

William “Bud” Ravitz is a former Deputy Mayor and is serving his fourth year on the Morris Township Committee. With expertise in business management and town planning, Bud has guided Morris Township through significant changes, focusing on financial transparency and sustainable growth.  

Bud spearheaded two bipartisan pay-to-play ordinances that exceed state standards, demonstrating his commitment to ethics in government. His leadership has prioritized park renovations and business development to enhance the community’s quality of life. 

Bud holds degrees in management systems analysis, educational leadership, and systems analysis, giving him the expertise needed to manage both public and private sector projects.  

Dover Candidates

Sandra Wittner  

Sandra Wittner represents Dover’s First Ward and has built a reputation for transparency and dedication to public service. As a front-line worker during the COVID-19 pandemic, Sandra understands the importance of responsive and compassionate leadership in times of crisis. 

Sandra is committed to ensuring that Dover’s government operates openly and in the best interest of all residents. Her focus is on building trust within the community and working toward practical solutions that benefit the people she serves.  

Each candidate brings unique skills, experiences, and perspectives to their respective roles, united by their shared commitment to public service and community improvement. As voters head to the polls, they have the opportunity to select leaders who will shape the future of Randolph, Morris County, and Dover. Whether through revitalizing the local economy, enhancing public safety, or promoting sustainable development, these candidates are ready to address the challenges and opportunities that lie ahead.
